What do the little green circles with T and F in them mean when they flash either green or red?

Lucky sod!!!!!!!
I'm on 512k ADSL and I'm getting accused of lagging/cheating lots of the time ( which really makes me mad, because I've NEVER cheated on Nova ) what can you do about lag?????? it's just something that happens isn't it??D'oh!!
Nice to know what those symbols mean tho' huh?

it doesnt matter what your connection is, if the host has a problem, or there is a problem with any connection/router/repeater over the miles and miles between your computer the server.
