Weird File? Need Help!

Ok ive seen this same thing a while back and i cant remember what i installed for when it appeared but it appeared! I did a virus scan and found no virus with Webroot Spyaudit but cant figure out what it means! I saw this once before like i said a while back on my computer! Not sure if deleting could cause any trouble cause it may belong to a program! Should i delete it or not? Although it could be causing issues with some programs like BHD so i need to know whether to delete it?Also heres the properties and everything for this file!

u think any proper prog would leave a file like that lying around? nope.

i use to get it on my desktop/My Documents, it i think is a temp file use for programs after its done working it turn into a normal file.

its ok to delete not a virus your ok.

like MS-Word would make a temp file to use so when you save it to a doc or html file it make a temp file after it delete it totally. some times it don't delete it.

delete it. if its something like that, a proggy wouldnt dump it on the desktop

I had one of thoes once, and no matter what it could not be deleted. It was just file with ~ and could not be accessed/0bytes. I wasen't aware of any programs at the time (few years ago) that would remove it and no virus scanner picked it up. I had to reformat to get rid of it :S.

Figured to delete it just wanted to make sure i was making write decision!

Yea thats what i got the time before when i had it to i think Panther the kind like that, that wont delete!
