iirc China spent over GBP 20billion, and they have an abundance of very cheap labour and materials.

our max budget has been set at GBP 9.3Billion and we have no cheap labour or materials lol

now that the olympics is over, the few million cars that were ordered off road will start to drive again, rasing the demand for oil back to where it was, and prices will start to rise again.
