Briefing - Bin Files ???

ok i need to creat a briefing ..i read where you need to use a bin editor is there a special file i need to edit if so what is the name and location of the file and especially what is the extension for the file like .txt,.bin .doc what ever
i got the bin editor and created a test file so that part wotked. what do i do next...etc? like what should i name the file etc... i notice that if you addd a briefing
in the nile and save thnpz file and reload it
the briefing is there but it does not show up in the game...????
