Desktop background limited to only colors

it starting doing this a long time ago for no reason, and it didnt bother me. But now it is

i dont know why it happened i was goin along one day and its disabled.

any help, thanks in advance

thanks scott, that did the trick, moslty did it tho,

now i am able to pick what pik i want as my desktop, but i have to change the color as well in order for it to work.
