It doesn't have to be written consent. When you sign up, it says if you're under 13, you have parent's consent. When this is checked, it's legally assumed the parent knows and has no problem. If it ever comes up as a legal issue, all the parent has to say is that they allowed their child to sign up.

I've gone through this at 2 forums...as long as his parents are cool with it, everything's fine.
