i think its vector, because cutout is more rounded? please correct me if im wrong..

you can alter it to be sharp or round. it is quite detailed which is why i guess VooDoo said it.

Yeah its vector, at least i think it is...the render i did with the pen tool. The splatter isn't though, they are just brushes.
