Not sure where that came from, but the answer is somewhat complicated. A game "engine" is just a collection of functions that handles things like graphics, input, sound, networking, etc. If a game is made using a reusable engine, like the Black Hawk Down engine, it is always possible to make a new game with it, as long as you hve access either to the source code or a compiled DLL file. If all you have is a program written with the library, then unless you reverse engineer the program, you can't reuse the engine. A lot of engines, like the Unreal Engine are available to rent out from the companies that made them.
