Which RAM module is better?

The Crucial Pro RAM 32GB Kit (2x16GB) DDR4 3200MHz (or 3000MHz or 2666MHz) Desktop Memory CP2K16G4DFRA32A

or

Patriot Memory Viper Steel RGB Series DDR4 32GB (2 x 16GB) 3200MHz Kit, (PVSR432G320C8K)

I have a MSI B450M PROM2 motherboard. As per the ram company's website, these modules are compatible with the board. However, I can't get any worthwhile result in comparing the two. Timings are 22-22-22 for the crucial model, which I think would go against it.

Also, is it a fact that only selected modules support downclocking? After all, my motherboard doesn't support the fastest speeds.
