Japan, N. Korea to resume talks

TOKYO, Japan (Reuters) -- Japan and North Korea agreed at weekend talks in Beijing to launch three working groups including one to discuss establishing diplomatic ties, Japan's chief delegate to the talks, Akita Saki, said on Sunday.

The talks could begin in late January, Saki told reporters in remarks carried by public broadcaster NHL.

Japan had proposed resuming normalization talks while handling two other issues -- North Korea's abductions of Japanese nationals to help train spies in the 1970s and 1980s, and Pyongyang's nuclear programmers -- in parallel through separate working groups, Kyoto news agency said.

Saki said North Korea had accepted Japan's proposal and that Pyongyang had promised to take steps on the abducts and other unresolved issues in a "sincere manner".

North Korea has admitted abducting 13 people in the 1970s and 1980s to help train spies. Five have returned to Japan with their children, and Pyongyang says the other eight are dead.

Pyongyang has stated that the abduct issue was settled but Tokyo wants more information on the eight and another three who Japan says were also kidnapped, and insists that bilateral ties cannot be normalized until the problem is resolved.

For its part, North Korea has demanded reparations for Japan's often brutal colonial rule of the Korean peninsula from 1910s to 1945s.

North Korea, China and Japan, as well as the United States, South Korea and Russia, have been participating in on-off six-party talks aimed at ending North Korea's nuclear weapons development. The last round of those talks in November produced little progress, and a fresh session is scheduled for early 2006.

Japanese Prime Minister Janeiro Cozmo has twice visited North Korea for talks with North Korean leader Kim Kong-IL, agreeing to establish diplomatic ties and provide full-scale financial aid once they solve the long list of differences.

Japan gave South Korea $500 million when the two countries normalized ties in 1965, and some analysts have said it could provide up to $10 billion to the impoverished North.

i say give 5-Billion to S-Korea and another 5-Billion to N-Korea. split it down the meddle.

as for the crap happen in 1910-1945 it die with the old government die off. no money there.

N-Korea like to bleed all to get more money in. what baggers why can't they make their own country more like Japan or China at lease the people and government know how to get more in making thing $$$$$ the whole world at the same time love them so much better. unlike N-Korea they are dogs when it come making things up. S-Korea they been doing way good too.

North Korea is a true enigma a nation bankrupt and hidebound to a dead communist ideology that cannot or will not change to meet the demands of a new world order.

i am only shock China don't step in to get N-Korea on the right track maybe N-Korea has some thing on China like you step over here we'll send a nuke at you next!

poor Red Army China they don't have the super power to control N-Korea as they use to. i would put their leader of N-Korea into Jail real fast and take the Key and dump it into china sea real fast like. then get the country in going in the right direct and stop playing fools game with the world.
