You need to select a TILE beside selecting the TERRAIN you want to use. Once you select the TIles, the BLOCK tab in the lower left will change to tile and you can click on that tab and it will show them to you. You can also select the tile floater in the TOOLS in the menu bar. When you get done making your tiles, make sure click on SAVE in the lower left window in the TILES tab. This will save the tiles to your map name and placement location where you used them.

The tilesets affect terrain ONLY.
You cannot tile an object. There are therefore no Z values.

Why not try selecting the wooden plank and pushing it part way into the bridge theredy giving the illusion of road markings? OK, OK I know its not the right colour but you can ask of your users that they imagine the markings are different because of the type of bridge it is.

Imagination is the name of the game in this business, and remember if the maps plays very well, these things are hardly, if ever noticed.

I dont think there are that many tarmac bridges in that part of the world anyhow, so why you would worry about roadmarkings is beyond me.
