For me, it's so hard to contact Microsoft by email, there's so much crap to get through and you only have 3 requests for free.

Or contact the website host that helped make the site as what Scattergun said.

Who Is, yes, is a very well known tool.Prox what your friend is too do is contact your local police department and report it and they will let you know how to deal with it.THey may need to come out and send one of there agents who deals with that stuff for them.

contact the FBI internet crimes dep, send them the logs from the server. https://tips.fbi.gov/ (as they are hosted in texas usa)

contact Dotregistrar.com, send them the logs from the server. http://www.dotreg.com/sales.html (some registrars will null route the domain if found to be in breach of there TOS)

contact KEBIRHOST.COM, send them the logs from the server. destek@kebirhost.net

If KEBIRHOST doesnt reply then contact E-mail: abuse@sagonet.com where there servers are located

you will need to send logs and as much evidence as you can otherwise its your word against theres
