Changing Water Color for BHDTS

ok Ive been looking for a while and I need to figure out how to change the color of the water.
I have recently been challenged to make a blood bowl flag ball match map and I need to map the color of the water appear red.
I have tried to edit some of the files in the PFF and was able to achieve the look for my comp but am unable to get it to work for Multiplayer can someone help PLEASE.
As you can see it can be done by editing the FLAT_C.tga file but because it is different on others comps it punts anyone who doesnt have the file connecting to the server.
Need it to work for multiplayer and cant edit any of the files for the tile floater they go on invis and dont show up in the map, this is what I have tried maybe someone else has had more luck then me.
Also the fog hasn't helped changing the color of the water.

i thought if you changed the fog it will change the water color

in some cases yes it works but in a small area like this one it doesnt really effect it if you notice the dark color on the top of the water is an effect of the skyline which gave it a nice dark tinge but so far no luck

only way i know, modifying a file will make it unjoinable unless the people connecting have the same mod.

yeah u have to alter the environment files. i'm sure we have a tutorial on this. but essentially you would have to have it setup as a mod.
