Learn CSS and use http://www.indexhibit.org/ or other simple cms systems
Or use a service such as http://inpholio.com or http://www.dripbook.com/

...but hell, even flickr and blogspot will do the trick, remember that it's the work you are displaying - not the website.

Yeah but seeing as its art, the website would probably be part of the portfolio ;P

Well yeah, but I still think that unless your artform is webdesign it really does not matter how your website acts or looks as long as it does it's job which is to showcase your art. If your work is good enough to speak for itself you will get feedback or jobs or whatever the purpose of your portfolio is. If your art needs a funky website to attract visitors or get you the jobs you want, you have a problem!
btw. what sort of art is it you are going to showcase?

Nothing at the moment, just planning for when i start my course next year. Its general art, so nothing specific: photography, painting, fine art, graphic design etc
