/serveonly is not working

A company I am negotiating with is having a BIT OF TROUBLE trying to work out how to get a DFX2 server running from the game itself

They Said:
/serveonly switch is not working.

Does /serveonly work without having compatible 3d video card?

Any help would save a few servers going down...
