LAG & FRAME RATES ECT

hi 2 all once again, yesterday i hosted all day without any complaints. 2 day i got 1 person who complained about lag a couple of times & blew the crap of me & left. is this my fault cos id like 2 know as im still new 2 all this.i just added a new motherboard/processor 2 cope with a g-force 4 graphics card & have cable hook up. i also run my settings at medium.my game tells me my frame rate is 63+. is this enough? also done a latency test, they say that optimal should be between 100 & 399 i get around 170. this any good? if not is it possible 2 get lower.does ps: any 1 else go through this???
