Do you need to sent a letter to the band you wanna copy a song from?.. Not by selling it just like copying it (you singing it).....?

Depends on the context....

Trils examples would be ok, but to perform publicly or even to record it then you probably would unless it falls within the fair use definitions of copyright law...

will if it for personnel use only you can make up a new Cd with single sound track from each music on it to listing to say in your car Cd player.

but it will be pirated if you started to hand it out to the public to share with others then you be asking for trouble.

in the U.S you can turn some one in and get USD-$50.000.00c reward.
(i only know two people who got that reward)

Don't be: sharing them/sell them/ give them away to other.
when your done (no longer going to use it) with the Cd/DVD burn it up or cut it up! so other can't use them. worst thing is trash the Cd's/DVDs and they can track it back to you.

any CD/DVD that has personnel information on them should be destroy! you don't what other to read them or use the it at all.

most bands don't mind but it better ask them first, worst then to do to a band if they are selling the songs/music is when some one take it and upload it to a site like youtube.com or other site that hurts them on sells.
