DFX Remote Admin Tool

there is a RAT tool in the DFX program list. ANYONE know HOW to USE it??

When I click on it, all I get is a DOS box that has RAT > Don't know what I am supposed to put in it is this for remotely admining a server set up by someone else or did I miss some thing. And would love to give my thnks to NOVA as usual for doing such a GRAND job making a MANUAL for this game.LOL
