they be release beta testing version till they get the final version all done with and there no more work need to done to it.

but they are getting closer to the final version when it no longer says Candidate to it.

Candidate means runners up there maybe still more changes to it or add-in's to the SP3 so there maybe another

Release candidate is kinda like the full version. It's basically like one of the last stages of product development. If people are pleased with the RC, then it's released as the full, I believe. If they find more bugs and all in the RC, then there'll probably be updates.

SP3 IMO doesn't sound like much for XP. Just my 2 cents...

Service packs are not meant to add new features to windows... SP2 was not a usual service pack. They are mostly meant to help streamline the deployment of an OS over multiple computers. It's faster for a company to rollout a sp3 image then to rollout a sp2 image with 100+ updates. Imagine having a baseline install of XP without any service packs. Over the years there have been hundreds of updates.. Could you imagine applying all those updates one by one to hundreds of pc's in a corporation?
