missing file

I'm tryng to run the c4med on a Windows ME but I think am missing a file. Last time I reformatted I got an error message telling me the file I needed and I downloaded it no problem. This time all I get is a message saying it won't open. I know it's the same problem just different message. Anyone know the name of the dll I need?
