Voice Program Problem?

I have bought 2 new headsets. the last one is a plantronics 90 from circuit city. I can hear fine when others speak but when i talk it sounds as though i am in a wind storm or alot of noise etc.It didnt used to do this and I hadnt used a voice program in bout 6 months but now all of a sudden it does this and since i bought 2 new headsets i guess it isnt a headset problem. Does the sound card have anything to do with the input sound from mic? I seemingly have checked all the audio settings but does anyone know what it could be that is causing this.I have downloaded the newest drivers for my soundcard which is a Avance 97 via on board sound.
