Problem with PS7

When ever I create a new image, I get this little icon in the very top left of the new image that looks like an envelope. And when I try to draw a line on the bottom and right side of the image (right on the last 2 or 3 pixels of the graphic all around the outside bottom and right) it won't let me draw anything. I'm pretty sure somehow I turned on a setting or something, but could someone help me out abit?

I think your talking about the slice tool, hit ctrl h and it will go away or cmd h on a mac
