windows 7 has it in Internet Explorer 9
tools\ internet option\ security tab click-on security [custom setting]

basic every site you go to MS get to know of it even it bad or good site

now MS installing into Windows 8 per-installrd
they would know every software/ program you install before hand
all data/ action are know to them
