Well

This is about my website,
I've been trying to find a good preloader that can preload the images for my site so the rollovers work instantly but none of them seem to work, anyone have some ideas?

php doesn't do preloaders to my knowledge, javascript is the only thing that could do it. or a .NET .... flash maybe? i don't know...but you should probaly just let users wait or make the theme less gfxy.. .

I really don't know to much about preloading images with javascript. I've never used a rollover so I've never needed it.

If you search google there are many ways to do it.. If it tells you to put something in the body tag like <body onload="Preload();"> make sure you don't forget that.
