help with .msi

when i run a .msi(microsoft installer) this error pops up

Windows installer

The windows installer service cannot be accessed
This can occur when you are in safe mode or the windows installer is not correclty

anybody help?

only thing i can think of is

1- Go to Start
2- All Programs
3- Acessories
4- System Tools
5- System Restore and restore it backa couple of days

ok i found this cuz it refered back to my new question , but now i get this when i try to install the new installshiled engine
i get this.

i tried to follow those steps it didnt work, ill try it again
