Server keeps kicking people

hi guys,
I am running a black hawk down server.
it continually kicks players throughout the game.
it seems to happen around the same time, that is if i have 12 players in the game, after awhile, it will say such and such is leaving the game, and it will go all the way down to one or two players., when the players come back in the game, they say they were kicked.

i am running the latest updates to the game software.

any ideas ?
