and exits the white house to the heli pad
and the presidential heli blows her Dress up..
the media would see President BUSH agn...

There is no formal protocol for addressing former presidents (or is there for POTUS himself), however it is common practice to refer to former presidents as Mr. President, I suspect that Bill will be referred to in that way...

If the need for a title to define him as the spouse of the current president arrises, i suspect it will be President Consort or First Consort. But if they appeared at a function I think theyll be introduced as

"The President of the United States Hillary Clinton; and President Clinton"

maybe she get even with bill with all his crazy acts he did when he was in the White house too lol
