If a file doesn't play, work around the following settings...

FORMAT: PCM Wave
CHANNELS: 2 Stereo - 1 Mono (channel mixer required)
BITS PER SAMPLE: 16bit - 8bit (bit depth converter required)
FREQUENCY: 41100Hz - 8000Hz (sample rate converter required)

Or he can try other sound editors, i use Power Sound Editor Free for example to edit sounds for my custom mods and it works fine for me.
I've also found that wav can only be Mono and if the sound is too long, 2 minutes or more for example, you won't hear it or it will play at a very low volume and you'll have to compress it to 8 bits and a lower frequency so the game can play it properly at a higher volume.. it happened to me sometimes when i used to make dfx2 maps..

A lot of options with the program +1

I've blocked it from the net just in case.

Which brings this question...

Did you get "Text to Speech" working?
