You could try "GIMP for Windows".

There are 4 parts to it.
1. GTK+ 2 for Windows
2. The Gimp for Windows
3. GIMP Animation Package
4. GIMP Help 2

WEBSITE

It is free but it was originally designed for Linux, which means it can be a bit confusing to use.

Useful plugin PLUGIN DOWNLOAD PAGE

Haven't used it much I use photoshop CS but it is supposed to be good if you can figure out how it works.

gimp is okay for very basic graphics I think, but if you get one of the photoshop programs, it has always been popular, and thats what post people use now , tryout the trial version like antihero said, and see what you think

If used right, gimp can do pretty much any thing that photoshop can do.

I'm currently running both gimp for windows and gimp for linux, just haven't taken the time to learn it.

GIMP gallery that contains over 2000 images in various albums

Best part about gimp is the price. Can't affored to pay $200 for photoshop right now.

There is 1 version of gimp out (I think it is called WinGimp, have to pay for that version) that will even use photoshop plugins
