Someone will move this, I would help yeah but I am no good at Animation stuff. Someone will be with you that can do this request though.

i could probly hit you up .. just give me a couple of days .. work sucks.

im not 100% sure on the flames part .. i can probly figure something out .. cause i've never done flames in c4d in that way before, but the rotating text isnt a problem
