it will dry out because ya didnt keep it in the water, all ya did was to run water over the surface, inorder to get the potato to do anything else a glass or bowl is required to keep the tater submerged.

pluss ya cant put a potato in the water, all ya can do is run the water over the surface, or submerge it.

i dont really know, im just guessing.

and if ya submerg the tater, it will thru the natural process of absorbation suck up some of the water and the tater will increase in size a little and will be sortof spongy to the touch

the potato will stiffen due to osmosis, the potato is made up of cells with a cell membrane, water can pass through these membranes, the water inside the potato and the water in the dish will try to equalize causing the potato to take on water and stiffen, because the largely neutral water from the tap will equalize with the water inside the potato that has dilutants in it...
