Need a new sig and avatar ,can you do that for me?

Mainly:

-name:RsF Evolution (where it will fit the best)
-my squad url:www.rsfsquad.org (in a lower corner)
-i like to have a gunner or sniper (real picture if you can)
-a special background effect (in blue) that can make glow my name on it...if it's possible?
-and a little flag of Canada on the sig,for my country.

i think he means make a blue BG with some effects so then when u put the text on it u can animate it so the text can glow...
