New script... but really hard.

I have been looking constantly for a script that will do this. I want it to be able to sit in an Iframe first of all because i manage everything on my site through tables because im oldschool and I suck. I want something that will allow users to log in to see files in a directory, to be able to upload and download based on permissions, and have directory security, like they cant access a directory because their user permissions are not set for it. Yep, crazy, I could never do it. But if anyone can do it, and do it will its scott.
