However can I add that you won't get much excitment from seriously good web masters just saying 'I have an idea apply to me and I might tell you'

You need to sell yourself mate.
What are your credentials? Are you a webmaster? If so where are your working examples?

I understand that good ideas are like gold dust on the web, though generally less profitable, but you need to offer more than that.

My children come up with what they think are good ideas on a daily basis, I don't think there are many talented, hard working webmasters that would give a monkeys about them.

ANyhow just a suggestion. I hope your project comes off for you
