or i can tell you ..... Irfan view (basic) or as the boys suggest photoshop! ( a little more advanced )
and starting a thread with a question mark does nothing but leave question marks?

Paint its already installed! oh wait best not worst.... best would be Photoshop, Paint Shop Pro, or The Gimp. gimp is free, the others cost money.

I liked Paint.net for basic stuff.

GIMP was ok too. PaintShop Pro is ok but I like photoshop, tis teh shiz.
