I messed around alittle on the admin panel with it you can only give yourself a max of 100rep it seems.

i set it so admins give 10 points indefinately, i was giving out over 200 points a time becasue i had a high reputation power (probably due to post count), but Scott got most of it and then my power dropped right off.

some ppl are giving +rep but not giving any points out becasue their rep power is 0 xD if admins give out a few more points things will gain a little momentum.
