I cocked up the answer to Raybiez question by adding the actual code which the forum is now trying to parse so here is the answer done properly.

The trick with background music is to put the tag at the very end of the HTML code.
That way your entire page will load before any music starts being downloaded to the end users PC and so your website is completley viewable to them quickly.

The easiest html code is this.
<BGSOUND="yoursoundfile.mp3.wav.etc" LOOP=#>

The Loop bit is great if you have a short file you wish to repeat. If you do not add the LOOP part I think it will repeat forever so if you want the music to just play once then you will have to add the command LOOP=0

Note.
This tag will only work in Internet Explorer. It is deprecated in favour of the <Embed> and <Object> tags but I have never used them so cannot comment.

In terms of using HTML to make your file small enough to download, you can't. You need to make sure the file is small enough in the first place.
MIDI files are the smallest but they sound PAP!
