I would say no, taxes is more then half the price and goes up and down depending on the season (the more fuel thats bought, the higher the taxes are in general)

Energy tax and carbon dioxide tax and VAT was 57% of the total price 2011, VAT tax is paid both on the price of the fuel and the taxes (taxed tax haha, same with electricity pay tax on taxes).

So the price of fuel here in Sweden being as high as they are, is only because of taxes, the price of fuel in itself follows the world market price, might be slightly higher becouse of smaller country/lower demand.

I think in the United States the federal tax is about 17 cents/gallon and 25 cents/gallon from the state government (about 4 cents a liter from feds and about 5 cents from state).
