Is this a Java error?

Hi

I have WIN XP
Radeon 9800 Pro using Cat 3.6
Direct X 9.

Whenever i go to the online game servers the flags of the Host Nations are replaced by Red X's.

Also the Pictures of my Medals and Awards are the same.
No Graphics appear.

I have installed Java Virtual Machine and it's the same.
