According google, that link is at the top because of "googlebombing".


Bunch of webmasters associated "failure" to describe and link to President Bush's website. Google search results are generated by programs that examin the relative number and popularity of sites that link to them... So, get enough people to associate "failure" with President Bush's site, you can alter the search rankings.
