Anti Cheat

Today i was in a server talking about cheats and that anti cheat programs dont work. couldn`t nova lock there files like they did on GTA:SA the new one after someone made the hotcoffee mod. it might stop mods but it would stop cheaters to. becuz i dont think you can cheat without editing the files. just and idea that nova could do.
