http://novalogic.com and click on Downloads. At the top of the downloads you should see
Joint Operations: Typhoon Rising N.I.L.E. Editor. Click on it and a little window will pop up. Scroll all the way down in that little window and click on where it says

You make sigs and other graphics through the use of various graphics programs which can sometimes be very expensive. It takes lots of time and a ton of practice. If you are a quick learner, it shouldn't take you very long to get to know the program. On the other hand, some people have a harder time making them and learning the program and how it works.
