When you answer the phone and you realize it's probably bogus, answer politely and get them to state their business before going any further, if you are ignored then just interrupt the "conversation" and say you're categorically not interested no matter what it is and then hang up.
Above all be emphatic but
not rude - they should go away after a few answer like that.
