Do this Dr. B

1) Go to Filter> Render> Clouds

2) Filter> Render> Difference Clouds

3) ctrl + i (Inverts the image)

4) ctrl + l (levels manager)

5) Bring the left level all the way to the right or until desired lightning effect.
