As far as I know even if you own the pgs1, pgs2 etc. Sonoy have never allowed play game station emulation software.
A rom itself is covered under different laws to the emulation of an engine core, CPU or GPU etc.
So though it may be allowed to download roms, the developer has to authorise such things and most especially when it comes to hardware emulation, even for what seems to be abandonware...
