Try teleporting the AI as they are needed into the congested area from at least 500 meters away or using the ("hide"/"unhide" command, discovered by Skinny Killer) in the WAC
I used the teleporting method described above, to get SP Map "Greybird Extreme" to work after the same problem and more.
