I heard through the grapevine that yeah, there's going to be an editor completely different from now (ability to morph the terrain, make caves, etc.). There will also be a focus on single player this time as well.
This is old info, though, so it could have changed.
As for the system specs, I don't think they'll be that bad. Certainly nothing near BF3, I would imagine (this is all guessing on my part). Nova is usually a bit behind in that department, judging by their history. I still remember the original planned specs for it - my old computer was actually over the recommended specs. lol
