Simon, the console and game are considered as a good, while the internet connection and game servers are considered as services.
Goods, for the most part, are one-time purchases.
Services: you pay for them every time you use it (or are "supposed" to use it).
Internet and some game services do the monthly payment scheme, so as to cut-down on the amount of paperwork.
If you had to pay each time you hooked up your desktop to the internet, you'd have to keep track of every single receipt, too.
