Frontpage 2003 was an option on the Office 2003 cd.
It is now know as Expression Web, it's not free.
If you just want to learn and play around with sites use wamp as posted above or get a cheap hosting service and domain, $5 per mth and a $10 name. no contracts so cheap way to get started and learning,
If you want to build a squad site with on going content I would suggest a CMS (content management system) like Worpress as it is easy to learn.
