The only thing I can think of is game is trying to update the dfvplr.sav and something is preventing that. Are you running the game as admin? Do you have the /d tag in the shortcut target line?
Possibly try this: open Explorer, go to the View tab, and confirm that hidden elements are visible. Navigate to C:>Users>YOURNAME>AppData>Local>VirtualStore. Ideally, this will be empty, or there will be a folder labeled ProgramData in it that's empty. However if you find a folder named Novalogic in the ProgramData, open it. There'll probably be a Delta Force Black Hawk Down folder in that. Drag and drop everything from that folder to the real game folder, then change the game .exes compatability to Run as Admin. See if that helps.
